In case you did not know, it seems to be, according to my well-founded and hard sought after research on things like this using field work on various marketplaces, that you can tell the economic temperature of an area quite easily based on the price of food being distributed.
Thus you can assume that this is a place of sure, non-mediocre poverty! Enough to bring a tear to a man's eye!

Or this shop-owner bought too many cantaloupes and must sell them cheaply, and even that is a sad prospect.
